Interviewed with N. Narantsetseg, Senior Specialist of the Civil Registry Office of the General State Registration Office.
-Will ‘’civil registration number’’ be introduced into use? What is the significance of the civil registration number?
Since 2010, our country has updated the civil registration, including all the citizens living and working in Mongolia and abroad. Since then, civil registration numbers have been issued from the national civil registration database, and all citizens of Mongolia have had civil registration numbers. Civil registration number is unique in that the number cannot be duplicated or changed and does not contain any information about the individual.
We are introducing the civil registration number into use. For example, it was made possible to use the civil registration number to get acquainted with the list of voters (placed on the website) of the recent presidential election of Mongolia . It is also used for taxpayer registration.
-Does it contain letters? And how many digits have the civil registration number?
The civil registration number doesn’t contain letters and 12-digit, non-duplicate number issued by the national civil registration database
-How long will it last, and will it change after a few years?
A citizen registration number is issued only once to a citizen of Mongolia. The civil registration number will not be changed or duplicated. But there are cases of replacing and changing registration number. For example, if a citizen's age has been determined by a court, if the information in the original proof of citizenship document is inconsistent, or if the citizen is registered in the registry of gender change, the registration number will be canceled or changed based on the decision of the relevant person. But, the civil registration number cannot be changed for the above reasons or for any other reason.
-How to issue civil registration numbers to citizens?
Every citizen of Mongolia has a civil registration number. Now the issue of making this number more widely used is being discussed.
-Where can citizens find out their number?
The civil registration number can be found by scanning the QR code on the back of the ID card. But, the civil registration number of a child between the ages from 0 to 16 can be found out by their birth parents through the integrated state service system E-mongolia.mn.
-Since citizens have a civil registration number, will they cancel the registration number?
The registration number will not be canceled just because we have a civil registration number.
Article 12 of the General State Registration Law defines the Information from the integrated state registration database shall be provided on a transparent, confidential and restricted. Information other than transparent and confidential is provided with the consent of the citizen. But according to the law, the registration number is limited personal information. In other words, the registration number contains information about a citizen's date of birth, gender, province, capital, sum, and district of residence and is clearly written on the ID card.
So it should be understood that in the future, in order to keep the citizen's information confidential and to ensure the security and protection of the privacy of personal information, civil registration numbers will be introduced into use to exchange information between government authorities and other organizations instead of the registration number that contains limited personal information.
