Discussion on the Legal Regulation and Challenges of Legal Entity Registration Held

On April 24, 2025, a discussion titled "Legal Regulation and Challenges of Legal Entity Registration" was organized at the initiative of the Mongolian Bar Association in cooperation with the General Authority for State Registration (GASR), the Parliamentary Research and Development Institute under the Secretariat of the State Great Khural (Parliament), and the Administrative Law Committee.

The event was opened with speeches by P. Odgerel, President of the Mongolian Bar Association, and D. Davaanyam, Head of the Administration Department of the GASR.

The discussion brought together 30 staff members from the Legal Entity Registration Division of the GASR, along with representatives from the judiciary, prosecution, police, and legal professionals.

Participants discussed the legal regulation and current issues surrounding legal entity registration, such as the reissuance of registration certificates and official seals, the loss of seals, and situations where authorized persons fail to hand over seals.

During the discussion, J. Ayush, Head of the Legal Entity Registration Division, stated: "We aim to improve the quality and accessibility of electronic services for legal entity registration, and transition certificates and official seals into digital format. Since 2023, our agency has been working to amend the Law on Legal Entity Registration, and a new working group was established in 2025 to further this initiative.

Current laws still recognize paper documents as primary legal evidence, which makes full digital transition dependent on legislative changes and system upgrades. We are also working with the Ministry of Digital Development and Communications to enhance the E-Business platform. As part of this initiative, we plan to implement AI-powered entity name verification and blockchain-based issuance of electronic certificates.”
