The Technical Assistance project of the Asian Development Bank has been successfully completed

The General Authority for State Registration successfully convened a closing seminar today to present and review the outcomes of the project entitled TA10201-MON: Strengthening Public Administration, Digitalization, and Decentralization of Public Services for Property Rights and Legal Entities Registration in Soums Project, implemented during the period 2024–2026 with the support of the Asian Development Bank.

The project placed particular emphasis on the modernization and expansion of the property rights and legal entity registration systems, the enhancement of digital public services, the provision of essential information technology equipment and infrastructure, and the strengthening of institutional capacity of relevant personnel.

In his remarks, Mr. D. Davaanyam, Chairman of the General Authority for State Registration, underscored that the organization delivers approximately 65–70 percent of government services, providing a total of 112 types of services across the capital, districts, khoroos, provinces, and soums. He noted that, as a result of the project, core databases, software systems, and infrastructure have been comprehensively upgraded, while inter-agency data exchange has become more efficient and integrated. Furthermore, the introduction of registration services at the soum level has significantly improved accessibility for citizens by eliminating the need to travel to provincial centers, thereby saving time and reducing associated costs.

Mr. Davaanyam also expressed his sincere appreciation to the Asian Development Bank for its continued support and valuable contribution to the successful implementation of the project.

The closing seminar was attended by senior officials of the General Authority for State Registration, Mr. Martino Pelli, Senior Economist at the Asian Development Bank’s Mongolia Resident Mission, Ms. B. Batzaya, Senior Private Sector Development Specialist and Project Team Leader, as well as representatives of the project and partner institutions.

The successful implementation of this project marks an important milestone in enhancing the accessibility and efficiency of public services and advancing digital transformation, particularly for citizens in rural and remote areas.
